The five-step market-based Community Based Tourism development approach

For a CBT development to take a market-based approach, it is recommended that five key steps be followed, namely:

1. Identify Opportunities: unmet customer needs,  attractive target markets

2. Analyze Solutions: stakeholders market products, resources regulations, investment

3. Engage Stakeholders: local community, business, government

4. Develop and Launch: investment, training, development, marketing, operation

5. Monitor and Adapt: periodic assessment, adaptation
